<p style="margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; font-family: Arial, Helvetica, sans-serif; font-size: 1em;">Officials rescued the dogs from about 2 feet of water Monday as the officials were going door-to-door evacuating people from the flooded area, said Emergency Management Director Johnny Cavazos. The “poodle-mix” dogs had been left locked in their kennels and were unable to escape the water, he said.</p>
<p style="margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; font-family: Arial, Helvetica, sans-serif; font-size: 1em;">“They were up to their neck in water with no food or (drinking) water,” he said.</p>

Mattingly, chief first assistant district attorney, said he didn’t speak to the sheriff’s department until Wednesday afternoon.</p>
<p style="margin-top: 0px; margin-right: 0px; margin-bottom: 1em; margin-left: 0px; padding-top: 0px; padding-right: 0px; padding-bottom: 0px; padding-left: 0px; font-family: Arial, Helvetica, sans-serif; font-size: 1em;">Mattingly said he was told that the family had not wanted to leave the dogs behind – that they had to make a decision to evacuate themselves or the dogs and chose themselves because they had no place to take the dogs.</p>

<div class="StoryBody2" style="color: rgb(0, 0, 0); font-family: Arial, Helvetica, sans-serif; text-decoration: none; font-size: 13px; font-weight: normal;"><br/>Figgatt says, "We walked over and saw he wasn't just sitting here, he was chained here." <br/><br/>But this was no accident. <br/><br/>Figgatt says, "His chain was wrapped twice around a railroad spike and then tied in a knot, and then wrapped twice again and tied in a knot. He had 15-20 inches of chain where he couldn't have gotten to the other side of the tracks. Trains come through here 5-7 times an hour." <br/><br/>Figgatt rescued the dog and called the animal shelter, <br/><br/>"He was absolutely terrified and as soon as we got off the tracks he was jumping for joy." says FIggatt. <br/><br/>So far no one has claimed the little beagle mix dog or fessed up to the crime. <br/><br/>Putnam Humane Officer, Greg Sydenstricker, says, "There's no sense why someone would tie the dog to the railroad tracks. That's just cruelty at its best." <br/><br/>Hopefully, there's a special home for the little guy. <br/><br/>Sydenstricker says, "He's real adoptable, he's really good with kids, and he's in desperate need of a good home." <br/><br/>Figgatt says, "He was sat here to die and, it was just a stroke of luck, God was watching out for him." <br/><br/>If you have any information about who did this or if you want to adopt this dog call the Putnam Animal Shelter at 586-0249. </div>

There is a study underway at the University of Missouri, Columbia, in an effort to isolate a DNA marker, and therefore hopefully eliminate, this devastating inherited disorder in the Standard Poodle breed. There is a wonderful breeder in Arizona who has been instrumental in identifying and tying to help eliminate this genetic defect - however, ***THERE ARE A FEW BREEDERS KNOWINGLY CONTINUING TO BREED DOGS THAT ARE CARRIERS OF THIS GENE***. So far, most of the affected dogs have been parti-colored; however, there have been some solid colored Standard Poodles identified. If you, or anyone you know, has a Standard Poodle with a previously undiagnosed visual defect, please contact me so that I can put you in touch with experts on this and hopefully help them eradicate this before it continues to permeate this wonderful breed. Most of the dogs that have been identified are coming from the Texas, Oklahoma, and Arizona area. Fortunately, Velvet has a wonderful adopter who is willing to give her a loving, safe home that she both deserves and will be able to function just fine in. Many of these dogs are being euthanized as a result of this handicap - which is a shame on several fronts - if breeders and owners would sterilize carriers of this gene, enroll them in the University of Missouri study, and then place them for adoption, that would be great.
